Item External Programme Review(Kenya Agricultural Research Institute, 2003) Kenya Agricultural Research InstituteThis External Programme Review (EPR) of the Kenya Agricultural Research Institute (KARl) was carried out by a team of five consultants (Appendix 9) during the first quarter of 2003. The Terms-of-Reference are set out in Appendix 1. The team spent four weeks together in Kenya visiting different KARl Centres and projects, and consulting with a range of KARl's management and staff, partners and collaborators (see Appendix 3 for people consulted and Appendix 8 for work programmes). The report represents a joint MALD/donor team effort, since every member contributed in his/her unique way. The joint mission wishes to acknowledge the assistance and full cooperation received from the Kenyan officials, and wishes to thank in particular Mr. J. Kamunge, the Permanent Secretary, for his keen interest and personal involvement in the team's activities. Also, it wishes to thank the various donor missions in Nairobi for their cooperation and logistical support.Item Major Research Programmes 1991(Ministry of Agriculture, 1991) Kenya Agricultural Research Institute; Kenya Agricultural Research InstituteAgriculture is the mainstay of Kenya's economy. It provides the basis for development of other sectors of the economy. Priority ranking in the sector centres on food production, generation of raw-materials for local industries and processing of production for export. The overall thrust of our agricultural policy is first to achieve self-sufficiency; second, to maintain adequate levels of strategic reserves, and third, to generate additional supplies for export. The policy thrust also contributes towards the attainment of the national objectives of employment, income generation, foreign-exchange earning, rural-urban balance food security and overall growth. In this context the Government has taken a firm policy decision to rationalize all the agricultural research in the country under the National Agricultural Research Project (NARP) which is executed under the framework of a restructured and strengthened Kenya Agricultural Research Institute (KARI). All centres within the KARI network have thus been assigned specific mandates for rapid generation of science-based technologies and their effective transfer to the Kenyan farmer. In addition, KARI has an in-built mechanism for review and revision of its projects in accordance with the ever-changing agricultural circumstances and development needs.Item National Agricultural Research Project Consultancy Report(National Agricultural Research, 1990) National Agricultural Research; Kenya Agricultural Research Institute; Mid-American International Agricultural ConsortiumThe main objective of my consultation in Kenya was to examine existing and potential linkages between research activities of the Kenya Agricultural Research Institute (KARl)and extension services provided through the Ministry Of Livestock Development. Although I had four years experience in Kenya in the 1970's at the Faculty of Veterinary Medicine, I found that things had changed since my residence years. I was dealing with government agencies with which I was not familiar, and my tenure on this occasion was a bit short to really do justice to the entire scope of research-extension linkages. Therefore, I felt more comfortable with a focused approach on research-extension linkages with emphasis on animal health and production rather than on the total scope of agriculture. I also feel more qualified to comment on interrelationships between research and extension at the "working" levels rather than on organizational structures within and between ministries.
