Abstract
Much has been talked and written about the British colonial policy of holding the tropical dependecies in trust for the native peoples, of raising the standard of education and hygiene, and of encouraging responsibility and self-government. As a long-term policy thi is undoubledly the best, if not the only way, to create a true commonwealth of widely different races and religions.
