The decision not to publish the Philip Commission Report on East African Co-operation merely increased fears; and the morale of the E.A.C.S.O. employees was, therefore, not unnaturally somewhat adversely affected. Consequently, several of them left the Organization in search of more secure employment with the national Governments or the private sector.
