External Programme Review

Abstract

This External Programme Review (EPR) of the Kenya Agricultural Research Institute (KARl) was carried out by a team of five consultants (Appendix 9) during the first quarter of 2003. The Terms-of-Reference are set out in Appendix 1. The team spent four weeks together in Kenya visiting different KARl Centres and projects, and consulting with a range of KARl's management and staff, partners and collaborators (see Appendix 3 for people consulted and Appendix 8 for work programmes). Much of the observations, issues identified, and recommendations and suggestions are based on detailed reviews of about two dozen projects (see Appendix 2).
